Ping.online.net - Deutsche Telekom connectivity

I just like to know why during the rush hour (about) 16:00-22:00 I get about 2-3 Mbit/s download speeds (perf3 -R) whereas in other times I get 49 Mbit/s. I have VDSL2 50/10 Mbit connection (telekom.de).
During rush hour ping-ams1.online.net and bouygues.iperf.fr give 49 Mbit/s (but now bouygues is a bit slower with IPv6).

What mtr options would you like me to use?

BTW, mtr is a bit weird, when I ran it for ping-ams1.online.net, it said 90% packet loss for ae-1-3101.ear3.Amsterdam1.Level3.net (4.69.203.98) but when I ping it normally, I get 0% ploss.

Basically, support is saying bandwidth is not guaranteed. And something about rescue mode vs normal mode :astonished:
