Docker image has no Docker daemon

I’ve create a VC1S VM based on Docker image (Docker 1.12.2) (from ImageHub) .
But docker doesn’t seem to work:

root@nagaforum:/var/discourse# docker info
Cannot connect to the Docker daemon. Is the docker daemon running on this host?

What can be wrong?

Running service docker start didn’t help.

This - “Error starting daemon: error initializing graphdriver: driver not supported” looks scary, so isn’t Docker supported on VC1S?

Switching kernel to 4.8-docker helps.
